IMPLEMENTATION OF REGIONAL REGULATION OF PANDEGLANG REGENCY NUMBER 10 YEAR 2011 CONCERNING PUBLIC SERVICES RETRIBUTION (Case Study of Retribution for Garbage/Cleaning Services at Pandeglang Market)

Abstract

This research includes (1) the improvement and supervision of the application of service retribution rates; (2) the need for openness. This research is intended to identify and analyze the implementation of the Pandeglang Regency Regional Regulation Number 10 of 2011 concerning Public Service Retribution (Case Study of Garbage/Cleaning Charges in Pandeglang Market). Based on initial observations there are several indications of problems as follows; (1) There is a discrepancy in the amount of levy rates imposed; (2) The absence of sanctions; (3) Lack of information disclosure; (4) Lack of facilities and infrastructure which includes trash cans, trash bins, and roads in Pandeglang Market. Awareness of traders and buyers in the habit of disposing of waste; (5) Lack of commitment and discipline of the officers
cleanliness. The method in this study is a qualitative approach, using data validity and data analysis. The results of this study indicate that the implementation of the Pandeglang Regency Regional Regulation number 10 of 2011 concerning Public Service Retribution, one of which is regulated in the policy is the retribution for waste/cleaning services that has not been implemented properly. Suggestions for information regarding the retribution for waste services, and (3) increasing the number of cleaning staff.
